School Board Minutes 10/2/2014

                                                                                October 2, 2014

                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Corinne Cascadden, Nicole Plourde, Louise Valliere, Lynn Moore, Donald Labrecque, Denise Valerino, Bryan Lamirande, Tim Forestall, Martha Miller, Roland Pinette, Cheryl Pinette, Dan Record, Amy Huter, Julie King, Gary Bisson, Craig Melanson, and a member of the press.  

MINUTES         On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the minutes, as amended, of the September 18, 2014 meeting, public and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the warrants dated, September 29, and October 6, 2014 for the amounts of $1,217.00 and $262,153.27 On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The Board reviewed and approved the financial report.

COMMENTS                None

UNIFIED BASKETBALL      On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the addition of Unified Basketball to the Berlin High School athletic program. On a roll call vote, all members voted in the affirmative.

POLICY REVISIONS        On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the revision of polices GBEBD – Employee Use of Social Networking Websites, JFAA – Admission of Resident Students, JICI – Weapons on School Property, JICJ – Unauthorized Communication Devices, as amended and to table Policy KFA – Public Conduct on School Property/Assaults.. The motion passed unanimously.

FULL DAY KDG            Discussion ensued regarding the implementation of All Day Kindergarten at Brown School. Nicole Plourde would like to see a Plan C to include modular buildings.

CAPITAL IMPROV  The Superintendent reviewed the Capital Improvement Plan with the Board

SUPER’S REPORT        The Superintendent informed the Board of the following:
  • NH – Our Story of Transformation
  • Project Aware – Our district will receive a grant of approximately $450,000 for five years to train educators on Mental Health, First Aid and School Safety. It will target early learning and children affected by parental substance abuse.
  • Annual Joint Meeting with Milan and Dummer Boards on Tuesday, November 4, 2014.
                
COMMENTS                Gary Bisson commented that he feels the best way to prevent potential problematic issues is to train and make students feel comfortable reporting things as they happen.

MEMBER BUSINESS Donald Labrecque asked if the Berlin High Principal and Athletic Director could develop guidelines that would allow individual sports to work. He would like a list of recommendations that would make individual sports easier to implement.

                        Denise Valerino reported from the police department that this year’s homecoming was the best behaved yet. She then inquired about the Law Enforcement CTE program. Roland Pinette responded that an advisory committee needs to be set up. He reported that there is an overwhelming support in the law enforcement community and that the program must “plug in” to continuing education. He has met with the local community college and it was also very well received. Nicole Plourde asked about conversations with the local correctional facilities. Louise Valliere asked what the next step was. Roland Pinette stated he does need support at the building level.  The Superintendent asked when the Catalog of Courses goes to print for students to know what is available. Gary Bisson informed her that it was in January.

                        Lynn Moore inquired about a van at a bus stop. The Superintendent reported on the issue.                .                                                                               
NON PUBLIC              On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to go into nonpublic session at 7:38 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Denise Valerino, seconded by Lynn Moore, the Board voted to come out of nonpublic session at 8:21 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session

STAFFING                On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to approve the following staffing changes:

                        All nominations are contingent on the applicant passing a background check.
                        The motion passed unanimously.
        
ADJOURN         On a motion by Denise Valerino, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 8:25 p.m. The motion passed unanimously.
